All the usb enclosures that i can get from my suppliers have power packs with them, they are not powered from the usb port. I am not aware of any that are just powered from the usb, due to that the HDD and CD/DVD Rom needs a 12V and 5V power rail and the usb only puts out 5V. There would be large solid state drives that could be usb powered tho. Google it.

I use a VanTec enclosure with a laptop hard drive in it. USB powered. I think you are right GraemeP as far as a desktop sized drive.
