Run a few anti-malware/spyware/virus scans and see what they can find my suggested scans would be the following: Spybot Search & Destroy, Trend Micro House Call, AVG Free, Ad-aware, and HiJackThis to get a log to share with us to look at whats goin wrong. All these apps are free or have free counter parts that should help atleast find the root of the problem.

I will second that advice and add something to it. What program is telling you that you have a virus? It could prove to be false depending on the program. there are lots of so called antivirus/antispyware programs that do just that. There are also legit ones that way to sensitive ( avast comes to mind). Also, why will it pick up these malware but not delete it? ( sounds like norton). You might also be going back to the same places on the net that are infected. I have some sites I go to that always get flaged by my antivirus.Do all that Bluse listed and you might want to think about going to some other virus protection.

it seems to be every time i open my internet explorer thats whenthese pop ups start appearing i have got spybot and avg but seem to get same results
I would recommend you to download the demo Bit Defender, Kaspersky or NOD32 they are very good.
Here is a review on them http://anti-virus-software-review.toptenreviews.com/
Make sure you have the latest Windows Updates including Internet Explorer*
Also I would recommend you try the Internet browser -Firefox

Also take a look at this utility http://killbox.net/

It may not be a "one antivirus fixes all" situation. There are plenty of "how to remove X infection" articles on Technibble that no antivirus detects. Perhaps you can tell us what is the URL that appears in the popups? or the text? what are they trying to sell?
From there, we can determine what kind of infection it is and give you specific instructions.

Check out hitman pro, all automated. I can clean a few machines at a time with it!
