I have windows 7 and for some reason my display got changed and the writing in my web browser and such is white with black background but only in the places where I type text. Except my HTML Text area it has a light background with light lettering. I want it back to normal but cant figure out how......

Err- wow, either I just had a big brain fart or that paragraph is simply unintelligible. I will go with the latter.
Let me see if it works better if I type it out piece by piece.
You have Windows 7. Okay, good we got that down. Your display changed and now whenever you open a web page the text is white and the background is black (instead of the other way around) but only in the navigation toolbar.
Okay, care to tell us what web browser you have and what kind of extensions (if any) are installed on it?

ok sorry ok the words on links like the one that says post are white so they blend in for instance. When I open microsoft word just the page where I enter text is black as well as the text itself. The computer acts almost its like in High contrast mode but it is not. I have tried to toggle that. But at the same time some text box's like the one I am entering text into now is black but with white lettering. Yes this is the same computer that got wet except for I replaced the keyboard, motherboard, processor, hard drive, the ram, and my electronic control unit so basically its a new computer.

I believe I have IE 8 but its possible that it is 7.
