After rebooting my pc (WIN XP) after the Windows logo, I am only getting the arrow on the screen.......I am able to move the arrow but I only have a black screen......I have attempted to boot in safe mode and it does the same thing there also!!! I have never ran across this before........has anyone ever seen this???

What have you done to troubleshoot so far ? Other than try Safe Mode ..

Like Methical said, what else have you tried? There are several other basic tests you should be doing to help diagnose the problem. Instead of us throwing out guesses here exhaust all your options (diagnostics) and then post back your results.

I have tried booting in safe mode, last known good configuration, and fix boot in the recovery console..........i stopped at that point........

Well my first obvious thing to ask would be ..
Once you get to your blank black screen with only the mouse cursor, can you hit Alt+Ctrl+Del and bring up Task Manager ?

Boot up with ERD and do a system restore.

I would boot up with UBCD and use the registry tools and go back a couple days with Registry restore if you dont think anything critical has been done recently.
We see the black screen with arrow on alot of machines with corrupted registries from sasser attacks or when lsass.exe is involved.

I have run into this issue with some external drives. Have you recently attached a drive and if so what type of drive and what type of connection? Can you also tell us what the MOBO Model is?

I would do this. I had the exact same issue yesterday. Booted with UBCD4Win and restored the Registry from 2 days before and XP booted up fine.

You'll only be able to boot from the flash drive if the computer supports it. Throw it on a cd instead and proceed from there.

The UBCD should have everything you need to get you going...
